What is the best frequency to listen to for anxiety? is it always better to listen to deeper delta to slow the anxious mind down?

It is unlikely that delta would have much effect in a reasonably short session and while you are awake. Dominant delta rhythms characterize deep sleep. Waking entrainment of delta is an advanced skill (reportedly)
You would be best to introduce alpha frequencies at around 12hz and then ramp down to 9 or so (in this range you will likely stimulate your primary alpha frequency) Then you can begin a slower ramp down to the more relaxing areas of low alpha and borderline theta (7hz to 9hz). Also, it would depend on if the session is the primary focus of your attention or you wish to engage in other activities like surfing on the computer or watching tv with audio only stimulation. In that case mid range to high range alpha is recommended. (9hz to 13hz)
Hope this helps,
Scott
